Addictive behaviors vs substances

What is the difference between addictive behavior, like gambling, and consuming an addictive substance, like nicotine (from tobacco)?

I guess if you look at them not a lot. I mean they're both harmful to people and their loved ones. Other then the obvious reasons where one mostly can effect your finances and the other more your health.
